0.21.0's release failed in release.sh before tagging: the runner has no git identity, and git tag -a needs one (fatal: unable to auto-detect email address). Tag with the same identity the release commits used (#71).

Merging this re-runs the release on master; v0.21.0 has no tag yet, so it releases then.
