The tag now reaches GitHub through Forgejo's push mirror, so release.sh waits up to 5 minutes for GitHub's archive instead of 25 seconds. A manual run sets DRY_RUN=1.

Superseded by #76: releases now go through GoReleaser, and release.sh waits for the tag to reach GitHub before publishing, so this archive wait is no longer used.
