A settings save (,) rewrote config.toml with only the six keys it manages, so it dropped placement/direction (read by open.sh for the herdr pane) and any comments.

Now it writes the managed keys and keeps every other line. A managed array written across several lines is skipped up to its closing bracket, so it can't leave orphaned lines that break the file.

The config reader also reads multi-line arrays now. Before, a hand-written multi-line categories/statuses array read as empty, and the next settings save wrote it back empty. It's now read in full and saved on one line.

Split out of #51.
