Surfaces shepherd's per-board working directory (boards.toml sidecar, board dir <name> [<path>]).

Switcher label shows a board's dir when set.
New dir action sets/clears it.
switch :tcds to the board's dir when one is configured.

Based on #7; retarget to master once that merges.
