Each poll compares a workspace's PR with what the last poll saw and runs an executable in <config-dir>/hooks/ named after what changed: pr.merged, pr.closed, ci.passed, ci.failed, review.approved, review.changes_requested. Hooks get the PR in HERDR_GH_* variables.

A PR seen for the first time is only recorded, so restarts and branches merged while herdr was closed fire nothing. Passes are serialised so the refresh action can't fire a hook twice. Sidebar output is unchanged.
