Adds the standard nvim-plugin toolchain and a test suite.

tooling

  • .stylua.toml, .luacheckrc, .busted
  • Makefile: fmt / lint (stylua --check + luacheck) / test (busted) / check
  • CI .github/workflows/pull-request.yml: lint + suite on Neovim stable and nightly

tests

  • tests/shepherd_spec.lua (busted, run under nvim via nlua) covers the pure helpers through a new M._internal table: tally, format_status, label, clean, build_cmd/filter resolution.
  • Extracted tally and format_status out of the async statusline path so the counting/formatting logic is unit-testable.
